Since I have been restricted to running a max of 56T #35 rear sprocket I can't use my 15T Max-Torque. I ordered a Noram 13T which comes with light shoes and red springs. I ordered a set of white and blues as well as the reds seem light and supposedly engage at 2000rpm.

Blue is 2620 with the light shoes - is that going to be OK? Next up was purple @ 3500rpm which seems high. Maybe the heavier shoes are better? I have not seen them for sale though.

Also I will be reversing it (sprocket on far side) - does anything need to be changed?

This is for sprint-track box-stock AKRA class racing.

I'd start with heavy shoes / purple springs. Refer to this Premire Magnum setup sheet to help you understand the shoe setting options. I found it easier to understand than the setup sheet for the noram. http://www.targetdistributing.net/pdf_files/Magnum_Info_Sheet.pdf
