I'll take a stab.... Not much there to identify but looks to be silver cases, I would say 95/96 on up. Looks like a 90-99 top end. Probably has a bad coil also, not a good idea to mount it so close to the pipe...

We are thinking it's a 99' or 00' thanks everyone, no don't have any better pictures I had requested pictures with it dismounted so could get some quality pics, but making due with this. If I recall correctly the head spun around is standard for proper cooling on a shifterkart.

Yep doesn't look like stock moto to me either. They aren't using it to compete just to enjoy the joys of karting.
