What does extended hubs do to chassis handling? When would you use extended hubs as opposed to short hubs? Thank you for your time.

John...longer hubs will make the rear stiffer to help reduce oversteer. Shorter hubs will loosen up the rear. Both have an effect on the overall balance of the kart.

You may need extended hubs to spread the rear track to what you want to run. For 55" classes, if you want to get to 55", you need extended hubs to get there.

So you need to consider:
Rear track width desired
Enough bite (meaning, enough hub to grip properly) on the axle
and then, is there additional tuning from there.

Longer hub, more hub on the axle, is a stiffer setup, usually increases rear bite, and corrects oversteer (loose) as mentioned, or, can induce, or worsen understeer (push)

If you have short hubs, and want to "simulate" longer hubs, add axle collars next to the hub. one or two per side, and test what this does for your kart. It is easy to A/B this during a day at the track without having to change hubs. If you like it stiffer, and the stop watch says that is better, then invest in hubs.
