Yes.
Probably.
Check for inboard chain and clutch clearance.
I've found very few European chassis that can't be made to work with 4 cycles. Even changing the rear crossmember isn't as big a deal as you might think.

I've seen a lot of WF's on Birel 30's. No problem on the ones I've seen.

We just did one on an older Birel EZ kart, worked fine.. I can send pics if it helps..

| Yes it will fit on a R30 Birel with a 15* Burris mount. |
