Yes it is in most cases, that's why coating the pipe in spec Honda rules with ceramic and such is illegal, it holds in the heat in.
Haven't you seen 2T pipes wrapped up.......holds the heat in.
Different materials the pipe is made from also makes a difference.
Different thickness of the material also makes a difference.
The last Aprilia RSA125GP race bike had the pipe wrapped from factory.
So no messing with your pipe or you could be seen as a w*nker.....leave all your messy pipe cleaning jobs up to someone else..

No polish is stupid if you ask me.. but no one does. Any ascetic improvements to the package with no performance advantage should be allowed just to make the class more attractive to anyone looking in. SKUSA allows 99 or 01 cylinder options but throwing a buffer on the pipe gets ya the boot. It's BS.
If they had allowed it I would of been offering a low dollar pipe polish to anyone same as we have done with our clutch car pipes for years, just ship it to us and I'd make it nice, no coatings no secrets. I'm very good a polishing my pipe, very good. I bet you guys would like it, I bet you wood.
I don't know Sam it looks like they might be trying to keep the pipe heat away from the motor in that pic. You goofy Auzzie you.

Hi Chris,
Is that wrapping I see on the header section you fat ass 'lumber jack'.
Ohh look, my pipes have been specially plated to retain the heat.
I got varying results for Yamaha TZ and Honda RS with before and after, you need to tune and set ignition specifically for it to maximize any gain or loss, the dyno said so. 
But everyone should be allowed to simply polish their pipe.
