Is the motor blueprinted? Are you running on gas or alcohol? when you say you think it is starving for fuel what is the motor actually doing, cutting out? What temp is the motor at and what jet do you have in the engne if it isn't stock.

I am new to 4 cycle racing. My grandson's new raptor III seems to starve for fuel at the end of the straights. Long before rev limits. Where do I begin to look.

The engine is box stock running gas at this time but will be using alky. The engine just lays down and sounds to me like it is starving. I can't drive it, I don't fit. My grandson says that if he backs off the gas it runs better. Also, we have not yet installed the restrictor plate.

The engine is not "starving", it is actually too rich. Turn the adjustment screw "in" until it clears up. You may need to decrease jet size depending on your altitude. Once you switch to alcohol, the carburetor and engine will need to be totally reconfigured and blueprinted.
