selling my rebuilt cr250 engine, pipe, mount and wondering if I`m shipping it out of the country (canada) do I have to remove the tansmission oil? There is no fuel in the carb as it has not been run since being rebuilt so there is no fuel or even any smell of fuel.

Yes !!  You must remove all fluids from the engine before shipping !!

I’ve accidentally shipped with oil, but they can seize it without notice if it leaks, and that was without customs.  Drain the oil…
