A guy who has taught me quite a bit made some comments about how accurate the digatron meters were. He stated they cant tell the difference between fuel with 8 ounces of oil in it versus 10. Or if it has a blend of synthetic and castor in it. If they are not able to catch this why have them at all?

Uhhhhh, I don’t believe it’s oil that they are checking for.

They’re checking the fuel itself, not the oil.
